The city of Baldwin has announced a special called meeting for 6:30 p.m., Thursday, June 20. The purpose of the meeting is to approve the Fiscal Year 2014 budget. Funeral services for Roy Keith O’Barr, 25, of Toccoa, were held at 11 a.m. Monday, June 17, at Hazel Creek Baptist Church with the Rev. Trent Smith and Fred Greenway officiating. Burial followed in the church cemetery. Mr. O’Barr died Friday, June 14, 2013, in Madison County. Born Oct. 31, 1987, in Fort Worth, Texas, he was a son of Randall Edward O’Barr and the late Dixie Ann Bell O’Barr. He was a member of Hazel Creek Baptist Church and was employed by The Northeast Georgian newspaper. Roy loved his family and enjoyed spending time with and doing things for his family. Survivors include his wife, Christa Davis O’Barr; daughter, Kiari Dixie Ann O’Barr; father and stepmother, Randall and Vera Lathan O’Barr; sisters, Lori Tatupu and Jessica Ann Fuller; and brother, Nathan O’Barr. Funeral services for Essie Mae Purcell Foster, 99, of Cornelia, are scheduled for 4 p.m. today, June 19, at Whitfield Funeral Home, North Chapel, Demorest, with the Rev. Billy Burrell and John C. Foster officiating. Burial will follow in Yonah Memorial Gardens. Mrs. Foster died peacefully Sunday, June 16, 2013, at her residence. Born Nov. 11, 1913, in Banks County, she was the daughter of the late John and Minnie (Watkins) Purcell. She was married to Haskal Calloway Foster (deceased) for 66 years. She was a lifelong member of Level Grove Baptist Church. Also, preceding her in death are her brothers and sister, Claude Purcell, Walter Purcell, Clarence Purcell, Clay Purcell and Elizabeth Brown. She loved to garden, grow flowers, rock on her porch and can fresh vegetables. Family and guests who visited never went hungry. She was a dedicated homemaker who worked diligently beside her husband on their farm for many years. She took pride in her children, grandchildren and great-grandchildren and their accomplishments. A true legacy is left by this matriarch. Surviving are her son, John C.
