   Despite its council approving a resolution for a new city charter at its Jan. 13 meeting, the city’s new charter has yet to be approved by state’s legislature due to an “inadvertent overstep” by Mayor Joe Elam.    “I didn’t intentionally [have it removed],” Elam said.

Habersham County runs out of options on annexation

   After calling a second meeting to reconsider an agreement to curb the scope of a large proposed development in Baldwin, the Habersham County Board of Commissioners found itself right back where it started after two more hours together on Sept. 24.
